1. KGOSI T. M. MASUNGA (SPECIALLY ELECTED):  To ask the Minister of Land Management, Water and Sanitation Services to apprise this Honourable House:-
 
(i) on how many villages in the north eastern part of the country are still without water; and
 
(ii) considering that the bulk of the water comes from that region, are there any plans in place to address that situation.  
 2. KGOSI K. BOIDITSWE (SEROWE REGION): To ask the Minister of Agricultural Development and Food Security to explain if he has plans to stop the vaccination of rabbies on pets as he has done with livestock since farmers are now vaccinating their own livestock.
 3. KGOSI T. M. MASUNGA (SPECIALLY ELECTED): To ask the Minister of Basic Education to explain:-
 
(i) what happened to the teaching of Bible Studies at schools;
 
(ii) if he is aware that senior citizens and parents refer to Bible studies as one of the catalysts of a moral and upright society due to what it imparted and if so, what changed and what informed the Ministry’s decision; and  
 
(iii) that, since Botswana today is defined by some as a secular nation, could the Minister state how these views are currently influencing students and how this perspective has given rise to delinquency and satanic beliefs currently afflicting schools and society.
 4. KGOSI I. J. TITUS (SPECIALLY ELECTED): To ask the Minister of Investment,  Trade and Industry to update this Honourable House on whether the Department of Consumer Affairs is still operational; and if not, what are her plans to regulate the prices of goods in businesses operating in rural areas since the prices of such businesses are too high.
 
 
5. KGOSI L. MALEMA (BOBIRWA REGION): To ask the Minister of Agricultural Development and Food Security if he is aware that the fence from Robelela to Motlhabaneng along the Zimbabwe– Botswana border is in a state of disrepair; and that livestock from Zimbabwe cross into Botswana for grazing which can lead to the spread of Foot and Mouth Disease; and if so, how he will ensure its maintenance.
 6. KGOSI D. S. TOTO II (KGALAGADI SOUTH REGION): To ask the Minister of Defence, Justice and Security to explain why the Botswana Defence Force cannot ensure that there is a sizeable debushed buffer zone from the boundary line and a high security fence in the borders to curb crime and prevent animals from crossing over to South Africa.
 7. KGOSI N. A. KOPELO (MOLEPOLOLE REGION): To ask the Minister of Local Government and Rural Development if he is aware of the case load that Mogoditshane Customary Court is faced with as residents of Block 5, 6, 7 and Phase 2 in Gaborone seek assistance from the said court even though they do not fall under its jurisdiction; if so, what does he intend to do to relieve Mogoditshane Customary Court.
 8. KGOSI D. S. TOTO II (KGALAGADI SOUTH REGION): To ask the Minister of Defence, Justice and Security to state when he will provide Maleshe village in the Tsabong Catchment Area with police officers to assist in the prevention of crime.  
 9. KGOSI R. KHUWE (TUTUME REGION): To ask the Minister of Local Government and Rural Development to state when the cleaning of the customary courts by Ipelegeng will be effected for the villages of Marobela, Matobo, Goshwe, Matsitama, Changate, Dagwi, Senete and other customary courts which do not have cleaners.
 10. KGOSI D. S. TOTO II (KGALAGADI SOUTH REGION): To ask the Minister of Finance and Economic Development whether he will upgrade the Makopong, Middlepits and Bokspits border posts to cater for good livestock breeds purchased from South Africa by Batswana so as to address the long distance currently travelled to McCarthy’s Rust and Bray border posts to access services.
 11. KGOSI P. J. CHIKA III (CHOBE REGION): To ask the Minister of Basic Education to explain:-
 
(i) why teachers’ transfer policy is not implemented accordingly as there are teachers who have stayed in one station for over eight and ten years respectively; and  
 
(ii) why couples are transferred 600 km away from each other even when they request for transfer to be closer.
 
 
12. KGOSI D. S. TOTO II (KGALAGADI SOUTH REGION): To ask the Minister of Finance and Economic Development if he will extend the hours of operation at Hereford, Makopong, Middlepits and Bokspits border posts.
 13. KGOSI R. KHUWE (TUTUME REGION): To ask the Minister of Defence, Justice and Security to state when Special Constables who have served for a longer period will be appointed to permanent positions.
 14. KGOSI D. S. TOTO II (KGALAGADI SOUTH REGION): To ask the Minister of Defence, Justice and Security to update this Honourable House on:-
 
(i) the number of vehicles stolen in Botswana and taken to South Africa;
 
(ii) the number of vehicles recovered and the condition they were in;
 
(iii) what measures were taken to compensate owners whose vehicles were in a bad condition; and  
 
(iv) what his Ministry is doing to address this state of affairs.
 15. KGOSI P. J. CHIKA III (CHOBE REGION): To ask the Minister of Local Government and Rural Development if he will maintain staff houses in all schools in the Chobe Region as they are in a state of disrepair.
 16. KGOSI D. S. TOTO II (KGALAGADI SOUTH REGION): To ask the Minister of Environment, Natural Resources Conservation and Tourism to update this Honourable House on progress made to give farmers including Young Farmers, part of the Wildlife Management Areas to address shortage of grazing land, stock theft and movement of animals to South Africa.

1. KGOSI C. COCK (THAMAGA REGION): To ask the Minister of Employment, Labour Productivity and Skills Development to explain:-
 
(i) what the law states on employment of security personnel regarding emolument;
 
(ii) if he is aware that there are security companies that pay such workers as late as mid-month following the supposed month of payment; and if so,
 
(iii) what action can be taken against such companies.
 2. KGOSI P. J. CHIKA III (CHOBE REGION): To ask the Minister of Local Government and Rural Development to explain why there has been an overstay of extension workers in the Chobe Region.
 3. KGOSI D. S. TOTO II (KGALAGADI SOUTH REGION): To ask the Minister of Tertiary Education, Research, Science and Technology:-
 
(i) if he will consider expanding the Botswana Open University to Tsabong to bring education closer to the student community residing there instead of travelling to Kang and Gaborone; and
 
(ii) to use the Tsabong Junior Secondary School infrastructure which is currently lying idle.
 4. KGOSI G. MODISE (TSWAPONG REGION): To ask the Minister of Local Government and Rural Development whether he is aware of the following words that appear on page eight (8) of the Five Year Strategic Plan for Tribal Administration, "There are eight main tribes b e i n g B a k g a t l a , B a k w e n a , B a t l o k w a , B a n g w a t o , B a r o l o n g , B a l e t e , Bangwaketse and Batawana”. There is a special recognition for the four back regions which are North-East, Chobe, Ghanzi and Kgalagadi. The arrangement was done deliberately because the regions are made up of an aggregation of tribes which are independent from one another:-
 
(i) if the Minister is aware of these words, what is Government's opinion regarding these words as they are tribalistic in nature;
 
(ii) has the Minister mentioned such kind of words in this 21st century where respect and equality are expected for all citizens of this country;
 
(iii) can the Minister confirm that the Government of Botswana is the one that came up with what is said to be a special recognition for the communities of:-
 
(a) North-East,  (b) Chobe,  (c) Ghanzi and  (d) Kgalagadi.
 
(iv) can the Minister further explain to this Honourable House what the words "back four regions" mean because these are fully fledged districts within the Republic of Botswana;
 
(v) can the Minister further state whether in view of Section 77(1)(a) of the Constitution of Botswana that recognises persons from the areas stated therein, which persons for the time being perform the functions of the office of Kgosi in the stated areas, has Government now changed, given these provisions of the Constitution, downgraded or referred to Dikgosi from the said areas as Dikgosi of the back four regions;
 (vi) how much can it cost Government to recognise Dikgosi from other tribes as Dikgosi; and
 
(vii) can the Minister further explain the relationship between unrecognised tribes to those which they are made to be their subjects, such as:-
 
(a) Batswapong; (b) Babirwa; (c) Bakalanga; and  
other tribes in other regions, to the recognised ones, and if that arrangement is still relevant after fifty-two (52) years of independence.
 
5. KGOSI R. KHUWE (TUTUME REGION): To ask the Minister of Local Government and Rural Development to explain:-  
 
(i) why there is delay in the appointment of Court Clerks at Maitengwe and Mathangwane Customary Courts;  
 
(ii) if he is aware that there is delay in the filling of posts for Court Clerks at some newly upgraded courts like Semitwe, Makuta and others; if so    (iii) when will he address the above situations.
 6. KGOSI I. J. TITUS (SPECIALLY ELECTED): To ask the Minister of Health and Wellness to apprise this Honourable House:-
 
(i) when the Bokspits Clinic and staff houses were last maintained and if there are any plans to renovate them; and  
 
(ii) if the back-up generator that was installed at Bokspits Clinic in 2016 was under warranty since it only operated once and stopped functioning.
 7. KGOSI P. J. CHIKA III (CHOBE REGION): To ask the Minister of Health and Wellness if he will construct two more staff houses for Parakarungu Clinic inside the clinic premises since the houses they are occupying outside the clinic are far from the clinic and as a result pose a threat to their safety when they have to attend to patients at night especially that there is no ambulance and wild animals roam the place.
 8. KGOSI R. KHUWE (TUTUME REGION): To ask the Minister for Presidential Affairs, Governance and Public Administration to explain the criteria used by the District Commissioner’s Office in appointing Government employees to read the message from His Excellency, The President during Independence Day Celebrations at Customary Courts.
 
 
9. KGOSI D. S. TOTO II (KGALAGADI SOUTH REGION): To ask the Minister of Agricultural Development and Food Security to update this Honourable House on progress made in the construction of the small stock mini abattoir at Tsabong.
 10. KGOSI D. S. TOTO II (KGALAGADI SOUTH REGION): To ask the Minister of Employment, Labour Productivity and Skills Development to explain why a technical college that was promised to the community of Tsabong in Kgalagadi South by Government has not been built.
 11. KGOSI R. KHUWE (TUTUME REGION): To ask the Minister of Local Government and Rural Development to explain the delay in installing direct telephone lines in the Headman of Records offices as they currently share telephone lines with Court Clerks.
 12. KGOSI D. S. TOTO II (KGALAGADI SOUTH REGION): To ask the Minister of Agricultural Development and Food Security to state when his Ministry will make an arrangement for farmers at Bokspits to slaughter their livestock in their butcheries and transport the meat through the Bokspits border post with refrigerated trucks to South Africa for selling.
 13. KGOSI R. KHUWE (TUTUME REGION): To ask the Minister for Presidential Affairs, Governance and Public Administration:-
 
(i) if he is aware that the term for Members of Ntlo ya Dikgosi is not five (5) years as stipulated due to the fact that Ntlo ya Dikgosi convenes months after National Assembly has been constituted; and
 
(ii) what he intends to do to address this anomaly.
 14. KGOSI D. S. TOTO II (KGALAGADI SOUTH REGION): To ask the Minister of Health and Wellness if he will consider constructing a noncommunicable disease clinic at Tsabong to relieve patients from travelling long distance to get specialized treatment at Block 6 Clinic in Gaborone.
 15. KGOSI I. J. TITUS (SPECIALLY ELECTED): To ask the Minister of Local Government and Rural Development:-
 
(i) to explain if the Directorate of Public Service Management (DPSM), Directive No. 1 of 2008, Presidential Directive Cab 8(A) of 2008 and Savingram OKS 4/2006/5 Volume 1 (101) dated 11th April, 2011 on scarce skill allowance also applies to the Tribal Administration employees; and if not,
 
(ii) what are the reasons for the exclusion and if he will consider including them.
 
 

16. KGOSI D. S. TOTO II (KGALAGADI SOUTH REGION): To ask the Minister of Health and Wellness to explain the delay in the construction of a primary hospital that was promised to the community of Middlepits.

1. KGOSI R. KHUWE (TUTUME REGION): To ask the Minister of Local Government and Rural Development if he is aware that some Court Clerks who have gone for further studies do not get book allowance and as a result, they use their own money for funding; and if so, will they be refunded.
 2. KGOSI D. S. TOTO II (KGALAGADI SOUTH REGION): To ask the Minister of Transport and Communications if she is aware that bus stops were not constructed at the villages of Bogogobo and Kolonkwaneng during the construction of the Tsabong–Bokspits road; and if so, when will the situation be addressed.
 3. KGOSI P. J. CHIKA III (CHOBE REGION): To ask the Minister of Health and Wellness if he is aware of the state of Parakarungu Clinic where computers are not working, there is no internet connection, the clinic roof is leaking and nurses have no risk allowance; and if so, when will he address the situation.
 4. KGOSI I. J. TITUS (SPECIALLY ELECTED): To ask the Minister of Local Government and Rural Development to explain:-
 
(i) why the Tribal Administration staff house at Struizendam built and handed over by Botswana Housing Corporation in October 2017, is not yet connected to the electricity grid; and
 
(ii) why the roof of the Kgotla shelter that was destroyed by hail storm at the end of January 2018 is not yet repaired.  
 5. KGOSI D. S. TOTO II (KGALAGADI SOUTH REGION): To ask the Minister of Health and Wellness to update this Honourable House on the construction of a district hospital at Tsabong as the given updates vary.  
 6. KGOSI N. A. KOPELO (MOLEPOLOLE REGION): To ask the Minister of Local Government and Rural Development to update this Honourable House on the total number of customary courts that are connected with internet, the number of the remaining ones and when they will be connected.
 
 
7. KGOSI D. S. TOTO II (KGALAGADI SOUTH REGION): To ask the Minister of Land Management, Water and Sanitation Services if he will put up a Landboard satellite office using the vacant meteorology offices at Werda to relieve people from travelling long distance to Tsabong.
 
 
8. KGOSI D. S. TOTO II (KGALAGADI SOUTH REGION): To ask the Minister of Local Government and Rural Development to explain if the inclusion of a father’s name in a child’s birth certificate is of any relevance as some fathers still fail to maintain their children despite that arrangement.
 9. KGOSI D. S. TOTO II (KGALAGADI SOUTH REGION): To ask the Minister of Land Management, Water and Sanitation Services:-
 
(i) if he will construct a new wall fenced dumping site at Werda village since the old one is already full; and
 
(ii) when the Department of Landboard will clearly outline the Werda Planning Area and produce a detailed development plan for the village.
 
 
10. KGOSI N. A. KOPELO (MOLEPOLOLE REGION): To ask the Minister of Health and Wellness to state:-
 
(i) the acceptable waiting period for patients to receive medical assistance at accidents and emergency units in hospitals; and  
 
(ii) when he will construct another referral hospital as Princess Marina Hospital is overwhelmed.
 11. KGOSI D. S. TOTO II (KGALAGADI SOUTH REGION): To ask the Minister of Agricultural Development and Food Security if he will consider increasing the quantity of raw meat that individuals are allowed to carry through the border post to South Africa from 25kg to 100kg.
 12. KGOSI P. J. CHIKA III (CHOBE REGION): To ask the Minister of Health and Wellness if he is aware that there is acute shortage of medication and drugs for patients which creates a delayed management of patients by nurses resulting in a negative impact on patients.
 13. KGOSI D. S. TOTO II (KGALAGADI SOUTH REGION): To ask the Minister of Agricultural Development and Food Security to explain why the Department of Veterinary Services has stopped vaccinating livestock for farmers since this used to be the practice.
 14. KGOSI D. S. TOTO II (KGALAGADI SOUTH REGION): To ask the Minister of Local Government and Rural Development to state when the villages of McCarthy’s Rust, Maubelo, Rapplespan and Vaalhoek will be provided with vehicles.
 
 
15. KGOSI D. S. TOTO II (KGALAGADI SOUTH REGION): To ask the Minister of Local Government and Rural Development to inform this Honourable House:-
 
(i) when an office will be constructed at McCarthy’s Rust;

TOTO II (KGALAGADI SOUTH REGION): To ask the Minister of Land Management, Water and Sanitation Services to update this Honourable House whether the territorial boundary between Kgalagadi South and Ngwaketse West between Kokotsha and Khakhea villages has been confirmed with the Department of Surveys and Mapping because Kokotsha residents have complained of the constricted boundary leading to lack of grazing land.
 2. KGOSI R. KHUWE (TUTUME REGION): To ask the Minister of Local Government and Rural Development if he is aware that there are some Headmen of Arbitration at Marobela and Nshakazhogwe who have not yet received their payment.
 3. KGOSI P. J. CHIKA III (CHOBE REGION): To ask the Minister of Environment, Natural Resources Conservation and Tourism if he is aware that museum staff in the Chobe Region do not assist Dikgosi equally as they tend to work with some Dikgosi while neglecting others; and if so, how he will address the situation.
 4. KGOSI D. S. TOTO II (KGALAGADI SOUTH REGION): To ask the Minister of Land Management, Water and Sanitation Services if he will consider digging boreholes between Gakhibane and Khuis where there is a lot of underground water to address water shortage and the challenges currently experienced with water supply from South Africa.
 
 
5. KGOSI D. S. TOTO II (KGALAGADI SOUTH REGION): To ask the Minister of Transport and Communications to state when she will upgrade the Werda-Hereford road to a tarred road for easy access to services especially transportation of patients to Tsabong and tourism amongst others.  
 
 
6. KGOSI R. KHUWE (TUTUME REGION): To ask the Minister of Land Management, Water and Sanitation Services to explain why there is delay in the allocation of residential plots and ploughing fields in some parts of the country.
 7. KGOSI D. S. TOTO II (KGALAGADI SOUTH REGION): To ask the Minister of Transport and Communications if she will consider constructing service roads which pass through farms and grazing fields in the Kgalagadi South region to support commercial farming.   
8. KGOSI D. S. TOTO II (KGALAGADI SOUTH REGION): To ask the Minister of Local Government and Rural Development if he does not find it necessary to include guard rooms in the Tribal Administration development plans for security guards to utilise them at entrances since the employment of security guards at Tribal Administration is on-going.
 9. KGOSI P. J. CHIKA III (CHOBE REGION): To ask the Minister of Youth Empowerment, Sport and Culture Development to state when the construction of the Kasane mini stadium will commence.
 10. KGOSI D. S. TOTO II (KGALAGADI SOUTH REGION): To ask the Minister of Local Government and Rural Development to state when he will introduce posts for Moemela Kgosi at Kgalagadi, North East, Ghanzi and Chobe Regions.
 11. KGOSI P. J. CHIKA III (CHOBE REGION): To ask the Minister of Youth Empowerment, Sport and Culture Development to explain why the Ministry has stopped funding the long established Morwa-Liswani Association while funding other relatively new associations in the region.
 12. KGOSI D. S. TOTO II (KGALAGADI SOUTH REGION): To ask the Minister of Local Government and Rural Development to explain to this Honourable House:-
 
(i) when will air conditioners be installed at Draaihoek Tribal Administration offices; and  
 
(ii) when will office cleaners be provided.
 13. KGOSI C. COCK (THAMAGA REGION): To ask the Minister of Transport and Communications to apprise this Honourable House on:-
 
(i) when the Thamaga–Molepolole road will be repaired as it is in a bad state; and
 
(ii) when the culvert at Gamolele river will be completed since it has been under construction for a year.
 14. KGOSI R. KHUWE (TUTUME REGION): To ask the Minister of Land Management, Water and Sanitation Services if he is aware of the shortage of staff in the Physical Planning sections and surveyors in Nata and Marapong Sub-Landboards; and if so, when the posts will be filled.
 
 
15. KGOSI P. J. CHIKA III (CHOBE REGION): To ask the Minister of Youth Empowerment, Sport and Culture Development to explain why his Ministry dictates to the Seperu dance groups how to dance Seperu, which is totally different from their original Seperu, thereby diluting the originality of their cultural dance particularly during President Day Competitions.

1. KGOSI D. S. TOTO II (KGALAGADI SOUTH REGION): To ask the Minister of Transport and Communications:-
 
(i) if there are any prior assessments done to determine the capability of companies awarded tender for road maintenance as currently, Kolonkwaneng residents have raised complaints concerning the company that was awarded a tender to repair roads; and  
 
(ii) when Khuis-Khawa, Bokspits–Kgalagadi Transfrontier Park, Tsabong–Maleshe and Werda–Hereford roads will be tarred.
 2. KGOSI C. COCK (THAMAGA REGION): To ask the Minister of Defence, Justice and Security to explain to this Honourable House:-
 
(i) the provisions of the law on women who are incarcerated while expectant; and
 
(ii) measures in place to ensure the child’s well being and safety at home whilst the mother is in prison and in instances where, the prisoner is orphaned and there are no surviving relatives to look after the child.
 3. KGOSI D. S. TOTO II (KGALAGADI SOUTH REGION): To ask the Minister of Transport and Communications to state:-  
 
(i) if she will consider re-constructing the Makopong–Werda road since it is always under maintenance and this costs Government more money; and
 
(ii) when she will debush the Werda–Hereford road as this poses a threat to road users due to wild animals in the area.
 4. KGOSI D. S. TOTO II (KGALAGADI SOUTH REGION): To ask the Minister of Defence, Justice and Security if he is aware that livestock at Hereford village is stolen into South Africa and whether cooperation between Botswana and South Africa Police bears any fruits.
 5. KGOSI P. J. CHIKA III (CHOBE REGION): To ask the Minister of Agricultural Development and Food Security if he will separate veterinary offices from staff houses for officers in the Chobe Region.  

 
 
6. KGOSI D. S. TOTO II (KGALAGADI SOUTH REGION): To ask the Minister of Transport and Communications whether she will pave the road that connects Middlepits border with the Republic of South Africa as it is in a state of disrepair which worsens in rainy seasons.
 7. KGOSI P. J. CHIKA III (CHOBE REGION): To ask the Minister of Basic Education:-
 
(i) if he will consider installing new geysers for students’ hostels and teachers houses at Kasane, Kachikau and Parakarungu Junior Secondary Schools as the current ones are not working; and  
 
(ii) whether he will consider constructing a wall for Kasane and Kachikau Junior Secondary Schools as wild animals roam the schools’ premises.
 8. KGOSI D. S. TOTO II (KGALAGADI SOUTH REGION): To ask the Minister of Defence, Justice and Security to state when he will increase the number of police officers at Makopong village in order to combat criminal activities.  
 9. KGOSI P. J. CHIKA III (CHOBE REGION): To ask the Minister of Basic Education whether there are any plans to construct a senior secondary school in Kasane.
 10. KGOSI D. S. TOTO II (KGALAGADI SOUTH REGION): To ask the Minister of Land Management, Water and Sanitation Services to state when he will address the challenge of water shortage as well as increase the water stand pipes at Hereford village.
 11. KGOSI J. MOSEKI (GANTSI REGION): To ask the Minister of  Defence, Justice and Security to update this Honourable House on the construction of police station offices which was promised  in 1994 as well as the construction of the magistrate court offices in Gantsi.
