Land Management, Water and Sanitation Services to apprise this Honourable House:-

  1. on how many villages in the north eastern part of the country are still without water; and
  1. considering that the bulk of the water comes from that region, are there any plans in place to address that situation.
  1. 2.KGOSI C. COCK (THAMAGA REGION): To ask the Minister of  Environment, Natural Resources Conservation and Tourism to state:-
  1. the number of Batswana who have been issued with a licence to engage in game farming;
  1. which animals they are allowed to raise and the type of licence issued; and
  1. in the instance where no licence exists, will the Minister consider issuing Batswana with a licence for business purposes.

TITUS (SPECIALLY ELECTED): To ask the Minister of  Infrastructure and Housing Development if it is not opportune to assist people applying for home improvement in the rural areas with an architect since many of them cannot afford a private architect because of their poor financial status.
  1. 4.KGOSI C. COCK (THAMAGA REGION): To ask the Minister of Defence, Justice and Security if he is aware that Botswana vehicles are continuously stolen in South Africa; if so:-
  1. could the Minister state the number of Botswana motor

vehicles stolen in South Africa in the year 2017-2018;

  1. how many cases were registered in Botswana involving stolen vehicles from the Republic of South Africa; and
  1. what security measures are in place to address this matter.
  1. 5.KGOSI G. MODISE (TSWAPONG REGION): To ask the Minister of Local Government and Rural Development to state:-
  1. the number of Headmen of Arbitration that have not been incorporated into the allowance system in the last exercise by each region; and
  1. the projected dates for completion of the exercise.
  1. 6.KGOSI T. M. MASUNGA (SPECIALLY ELECTED): To ask the Minister of Basic Education:-
  1. what informed Government to adopt the system of automatic progression;
  1. if the current education crisis across the country could be attributed to the system; and
  1. to provide examples if any, of nations perceived to be successful that have adopted this type of system and how their education system has progressed over the years.
  1. 7.KGOSI G. MODISE (TSWAPONG REGION): To ask the Minister of Health and Wellness to state:-
  1. the amount of money spent on the water bill for the last twelve months at Sefhare Primary Hospital; and
  1. if he will consider engaging local plumbers for small maintenance jobs such as water leakages to avoid excess water bills in hospitals.
  1. 8.KGOSI G. MODISE (TSWAPONG REGION): To ask the Minister of Health  and Wellness to update this Honourable House on the quality of service provided by the currently awarded maintenance company in comparison to the previous one at Mahalapye Sub-District health facilities.
  1. 9.KGOSI G. MODISE (TSWAPONG REGION): To ask the Minister of  Transport and Communications to state if the Makwate-Parrshalt border post road is included in the new Dibete-Machaneng road project; and if not, can the Minister consider including it for cost effectiveness.
  1. 10.KGOSI T. M. MASUNGA (SPECIALLY ELECTED): To ask the Minister for Presidential Affairs, Governance and Public Administration to explain to this Honourable House:-
  1. since Cabinet has the green book, is there a detailed standard that outlines the conditions of work and privileges of Dikgosi in Botswana;
  2. what has been preventing the Ministry from extending such a standard to other leadership like Dikgosi, Members of Parliament and Councillors; and further explain
  1. the most senior hierarchy of Botswana leadership according to the culture, norms and traditions of Batswana and not international protocols.
  1. 11.KGOSI S. MARUMO (KANYE REGION): To ask the Minister of Investment,Trade and Industry if she is aware that the music played at bars is a factor that attracts under age children to the bars; and if so, what action will she take to remedy the situation.
  1. 12.KGOSI K. BOIDITSWE (SEROWE REGION): To ask the Minister for Presidential Affairs, Governance and Public Administration to apprise this Honourable House on:-
  1. progress made regarding the payment of 3% salary increment for 2016 and the subsequent 4% increment for both 2017 and 2018 respectively, following a promise by the Minister to pay

Honourable Members in November 2018;

  1. why increment was made on the responsibility allowance only and not on other allowances e.g. housing allowance; and
  1. why the Salaries and Allowances Bill was not referred to Ntlo ya Dikgosi before it was passed in Parliament.
  1. 13.KGOSI T. M. MASUNGA (SPECIALLY ELECTED): To ask the Minister for Presidential Affairs, Governance and Public Administration to explain:-
  1. what was the main intention of the Balopi Commission;
  1. if the commission, in its submission and the issues adopted answered the critical question and intent of the mover of the motion;
  1. whether the current emerging issues in Botswana are not calling for a revisit on some of the issues raised at the time since many positive recommendations were left out when Government adopted the recommendations;
  1. what informed the status quo of Ntlo Ya Dikgosi and if the Minister can explain the implications of the current model of Ntlo Ya Dikgosi; and
  1. what management/leadership standards it was based on.
  1. 14.KGOSI O. LEDIMO (MAUN REGION): To ask the Minister for Presidential  Affairs, Governance and Public Administration to explain:-
  1. whether it is possible for any person who is not Kgosi to be elected for Ntlo Ya Dikgosi Membership; and
  1. if it is lawful for Dikgosi in any region to elect any person to represent them in Ntlo Ya Dikgosi.

Youth Empowerment, Sport and Culture Development to apprise this Honourable House on the number of years classified records remain as such and whose prerogative it is to de-classify the records.

  1. how the absence of a robust framework that elevates, promotes and recognizes women in the national discourse has contributed to the current shocking and unprecedented onslaught against women and children;
  1. now that Parliament and political parties have failed to achieve the 30% representation mark, what is his ministry planning to do about this;
  1. how the ministry intends to tackle the issue of rape in Botswana as it has become a very serious crime against women and children; and
  1. what initiatives the ministry has so far to engage the nation on the rights of women and children.
  1. 5.KGOSI G. MODISE (TSWAPONG REGION): To ask the Minister ofLand Management, Water and Sanitation Services to explain what circumstances can allow an individual to own a natural resource such as a river or a spring.

  1. how many parastatal companies Government has;
  1. of all the above, how many are doing well and how many are not and the cause thereof;
  1. the future of these parastatals; and
  1. if offsetting national assets to privatisation is the solution in a country with some of the worst inequalities in the world.

  1. why Kanye stadium was relegated to a mini stadium; and
  1. when a fully-fledged stadium will be constructed.

TITUS (SPECIALLY ELECTED): To ask the Minister of  Employment, Labour Productivity and Skills Development if he will consider reviewing the Labour Act to increase the living minimum wage for casual labourers from P50.00 to P100.00 per day and that of shop assistants from P1,600.00 to P2,500.00 per month to meet the current cost of living.

Government and Rural Development whether the recently approved Tribal Administration offices for Vaalhoek and Rapplespaan Villages includes staff houses; and if not, will he consider providing these villages with at least one staff house each.

  1. 13.KGOSI T. M. MASUNGA (SPECIALLY ELECTED): To ask the Minister for Presidential Affairs, Governance and Public Administration to explain to this Honourable House:-
  1. what the view of Government is in the current turn of events where the nation is witnessing a high degree of lack of integrity and unethical conduct within the political sector and how this compromises the national values of leadership and Botho;
  1. the impact of lack of political funding in the democratic dispensation and why Government has been slow to implement such reforms; and
  1. since Government in the past has been known to apply the provisions of Bogosi Act to punish and humiliate Dikgosi under the disguise of law and order, can the Minister outline remedial processes of the law that is equally subjected to the political heads when their conduct is deemed unlawful or distasteful.
  1. 14.KGOSI I. J. TITUS (SPECIALLY ELECTED): To ask the Minister of Health and Wellness when the vacant post for a driver at Vaalhoek Health Post will be filled following the retirement of the former in March 2018.

Government and Rural Development to update this Honourable House on progress made regarding the construction of the Sefhare Sub-District service centre.

  1. 2.KGOSI K. BOIDITSWE (SEROWE REGION): To ask the Minister of Agricultural Development and Food Security to explain if he intends to stop the vaccination of rabbies on pets as he has done with livestock since farmers are now vaccinating their own livestock.

Wellness if he is aware that the Seventh Day Adventist Hospital in Kanye does not provide condoms to unmarried people and that this could promote Sexually Transmitted Infections; and if so, how he will address the situation.

  1. the number of Presidential Commissions appointed since 1966;
  1. what informs the appointment of commissions;

  1. if he does not deem it necessary to set up commissions to address the current challenges the country is faced with.
  1. 5.KGOSI J. MOSEKI (GHANZI REGION): To ask the Minister of Transport and Communications to state when the Ghanzi airport will be constructed.

  1. what informs the basis of the current Public Officers Pension Fund Act;
  1. if the above does not violate other statutes like Marriage Act and Customary Law; and

  1. which law empowers deputy sheriffs to publish names of persons in a case of ”in the matter between”;

Government and Rural Development to inform this Honourable House if there are any plans to upgrade Bokspits to a service centre to address issues of its remoteness and the long distance travelled to access services in Tsabong.

  1. when she intends to re-surface the following roads;
  1. Mochudi-Malotwane road which connects to A1 main

road;

  1. 2.KGOSI T. M. MASUNGA (SPECIALLY ELECTED): To ask the Minister of  Health and Wellness to explain:-
  1. how his Ministry plans to diversify and adjust the medical insurance provision to suit the high levels of heat and unbearable weather that Botswana continues to witness; and
  1. whether the current conditions do not warrant an adjustment to the medical aid insurance to include hats, eye wear and skin protection as a prerequisite to the medical aid scheme.

  1. if she has any plans to engage a private contractor on the Bokspits-Struizendam-Trans Frontier Park road;
  1. whether it is possible to have the road graded once in two months instead of the quarterly basis currently done by

Government to avoid too much erosion of the road; and

  1. if she will tar the road from Bokspits to Struizendum and pave the one from Struizendum to Kalahari Trans Frontier Park.

MOSEKI (GHANZI REGION): To ask the Minister of Local Government and Rural Development to explain why the community is excluded from consultations regarding the appointment of a new Kgosi following the death of the incumbent Kgosi and further explain, why the whole process is coordinated by the District Commissioner to the exclusion of a representative of Bogosi.
  1. 5.KGOSI T. M. MASUNGA (SPECIALLY ELECTED): To ask the Minister of  Environment, Natural Resources Conservation and Tourism to state:-
  1. how accessible tourism facilities are within the delta, game reserves and other areas across Botswana;
  1. whether there are certain tourists sites which are booked offshore and are accessible to certain nationalities only;
  1. why tourism is regarded as Botswana’s second area of economic growth yet like diamonds, it remains the best kept secret from Batswana;
  1. the income generated by the entire tourism sector; and further state
  1. how much is siphoned offshore and invested locally respectively.

  1. the number of staff at SPEDU from the director level to junior staff;
  1. the number of sustainable jobs created by SPEDU since its inception;

  1. if SPEDU is a viable project to continue funding looking at its output.

  1. why there is currently a high surge of opulence and high end state purchase of vehicles across central government, local authorities and parastatals despite government’s priorities of prudent spending on vehicle purchases over the past years;
  1. whether Government has become a cash cow for luxury and high end lifestyle for public institutions; and
  1. if this is sustainable.
  1. 10.KGOSI G. MODISE (TSWAPONG REGION): To ask the Minister of Local Government and Rural Development when he intends to fill in the vacant post for Bakgatla in Ntlo ya Dikgosi since there is an incumbent Kgosi at the main Kgotla.

  1. when the Graduate Scheme was initiated;
  1. the basis of the scheme and if it addresses the intended objectives;
  1. what the current state of affairs is concerning the scheme; and
  1. who it covers at the moment.

  1. if he is aware of a house boat (Beigi) for the Department of Wildlife and National Parks which has been parked at Sepopa village since 2015;

  1. what he intends to do about it.

TITUS (SPECIALLY ELECTED): To ask the Minister of Agricultural Development and Food Security to inform this Honourable House on the small stock market prices in Zambia and whether he will consider negotiating a market for small stock with the South African Government since the prices are better compared to local prices.
  1. 2.KGOSI T. M. MASUNGA (SPECIALLY ELECTED): To ask the Minister of  Basic Education to explain:-
  1. what happened to the teaching of Bible Studies at schools;
  1. if he is aware that senior citizens and parents refer to Bible studies as one of the catalysts of a moral and upright society due to what it imparted and if so, what changed and what informed the Ministry’s decision; and
  1. that, since Botswana today is defined by some as a secular nation, could the Minister state how these views are currently influencing students and how this perspective has given rise to delinquency and satanic beliefs currently afflicting schools and society.
  1. 3.KGOSI K. O. P. MOALOSI (TONOTA REGION): To ask the Minister for  Presidential Affairs, Governance and Public Administration to state:-
  1. the number of Motions passed and implemented from 2015 to 2018 at Ntlo Ya Dikgosi;
  1. the delay in implementing them; and
  1. that since the term of the current House ends in 2019, who is ensuring their implementation.

TITUS (SPECIALLY ELECTED): To ask the Minister of  Investment, Trade and Industry to update this Honourable House on whether the Department of Consumer Affairs is still operational; and if not, what are her plans to regulate the prices of goods in businesses operating in rural areas since the prices of such businesses are too high.

NDHOWE (OKAVANGO REGION): To ask the Minister of Local Government and Rural Development to apprise this Honourable House on the progress made regarding the upgrading of Headmen of Arbitration to Headmen of Record level at Tsodilo, Xhauga and Mokgacha villages since it is long overdue.

  1. why the legal representation of the National Assembly and Ntlo ya Dikgosi is drawn from the Government Attorney General’s chambers;
  1. who is expected to represent Parliament in the case where the Government takes it to court; and
  1. whether this scenario augurs well with the independence and separation of powers between the Judiciary and the

Legislature.

MOALOSI (TONOTA REGION): To ask the Minister of Transport and Communications if she will consider painting the old Francistown Airport used by the Botswana Defence Force with Botswana national colours to match the new Francistown international airport and stadium for uniformity.

  1. what he intends to do to upgrade the welfare of officers at Dikgotla since it has been of low standard for years and whether he will bring about the desired change; and

  1. the delay in upgrading Masunga Police Station to a modern, efficient and well resourced station considering that Masunga is the headquarters of the North East District;
  1. why there is no permanent police officer stationed at Masunga Tribal Administration but only junior officers at the rank of constable who work on rotational basis; and
  1. if this is not in violation of the merger agreement which had resolutions that services will not be affected.

SETTING UP OF A COMMISSION OF INQUIRY TO ESTABLISH THE RATE OFDEATH AND DISABILITY IN GOVERNMENT HOSPITALS

4.“That this Honourable House requests Government to set up a commission of inquiry to establish the rate of death and disability in Government hospitals as a result of negligence by staff in the past five years in order to take corrective measures to save lives.”
