๐ญ. Mr Speaker Tertiary education financing is a critical component of the Ministry of Education and Skills Development programmes and plays a key role in achieving Vision 2036, specifically Pillar 2: ๐๐๐บ๐ฎ๐ป ๐ฎ๐ป๐ฑ ๐ฆ๐ผ๐ฐ๐ถ๐ฎ๐น ๐๐ฒ๐๐ฒ๐น๐ผ๐ฝ๐บ๐ฒ๐ป๐. This, in turn, supports the goals of Pillar 1: ๐ฆ๐๐๐๐ฎ๐ถ๐ป๐ฎ๐ฏ๐น๐ฒ ๐๐ฐ๐ผ๐ป๐ผ๐บ๐ถ๐ฐ ๐๐ฒ๐๐ฒ๐น๐ผ๐ฝ๐บ๐ฒ๐ป๐, in keeping with the National Transformation Strategy adopted in 2023. Human capital plays a critical role in the development of the economy.
๐ฎ. Mr Speaker, I would like to update Parliament on the progress made in the implementation of the Tertiary Education Sponsorship Cycle for the 2024/2025 academic year.
Mr Speaker, the Ministry of Education and Skills Development was allocated a budget of P3,082,956,230 (๐ง๐ต๐ฟ๐ฒ๐ฒ ๐๐ถ๐น๐น๐ถ๐ผ๐ป, ๐๐ถ๐ด๐ต๐๐-๐ง๐๐ผ ๐ ๐ถ๐น๐น๐ถ๐ผ๐ป, ๐ก๐ถ๐ป๐ฒ ๐๐๐ป๐ฑ๐ฟ๐ฒ๐ฑ ๐๐ถ๐ณ๐๐-๐ฆ๐ถ๐
๐ง๐ต๐ผ๐๐๐ฎ๐ป๐ฑ, ๐ง๐๐ผ ๐๐๐ป๐ฑ๐ฟ๐ฒ๐ฑ ๐ง๐ต๐ถ๐ฟ๐๐ ๐ฃ๐๐น๐ฎ) for tertiary education funding this year.
The budget breakdown is as follows;
P1,746,782,910.00 (๐ข๐ป๐ฒ ๐๐ถ๐น๐น๐ถ๐ผ๐ป, ๐ฆ๐ฒ๐๐ฒ๐ป ๐๐๐ป๐ฑ๐ฟ๐ฒ๐ฑ ๐๐ผ๐ฟ๐๐-๐ฆ๐ถ๐
๐ ๐ถ๐น๐น๐ถ๐ผ๐ป, ๐ฆ๐ฒ๐๐ฒ๐ป ๐๐๐ป๐ฑ๐ฟ๐ฒ๐ฑ ๐๐ถ๐ด๐ต๐๐-๐ง๐๐ผ ๐ง๐ต๐ผ๐๐๐ฎ๐ป๐ฑ, ๐ก๐ถ๐ป๐ฒ ๐๐๐ป๐ฑ๐ฟ๐ฒ๐ฑ ๐ง๐ฒ๐ป ๐ฃ๐๐น๐ฎ) is allocated for the payment of tuition fees to various education and training providers. This amount is managed by the Ministry of Finance.

๐ ๐ถ๐น๐น๐ถ๐ผ๐ป๐ญ ๐ข๐ป๐ฒ ๐๐๐ป๐ฑ๐ฟ๐ฒ๐ฑ ๐ฆ๐ฒ๐๐ฒ๐ป๐๐-๐ง๐ต๐ฟ๐ฒ๐ฒ ๐ง๐ต๐ผ๐๐๐ฎ๐ป๐ฑ, ๐ง๐ต๐ฟ๐ฒ๐ฒ ๐๐๐ป๐ฑ๐ฟ๐ฒ๐ฑ ๐ง๐๐ฒ๐ป๐๐ ๐ฃ๐๐น๐ฎ) is designated for student allowances, medical expenses, and transport costs.
๐ฏ. Mr Speaker, the Ministry sponsorship covers Pre-service Postยญ Secondary up to Post Graduate level in some selected programmes like Top Achievers and Psychology. The Ministry sponsor students locally and externally to undertake their studies. To date the Ministry has a total of ๐ฏ๐ณ ๐ฐ๐ฏ๐ฑ who are currently studying in local institutions while ๐ฑ๐ต๐ญ are studying abroad in different countries and universities.
๐ฐ. Mr Speaker, students are sponsored under different sponsorship categories as follows:
๐. ๐ก๐ฒ๐ ๐ฆ๐๐๐ฑ๐ฒ๐ป๐๐ ๐๐ฎ๐๐ฒ๐ด๐ผ๐ฟ๐ - being students who are freshly graduating from form 5 under the BGCSE or IGCSE curricular. The new students' category is made up of mainstream students who have attained ๐ฏ๐ฒ points and above as well as ๐ฏ๐ญ points cut-off point for special dispensation programme consisting of the orphans, students with special educational needs as well as those residing in remote areas. There are a total of ๐ญ๐ญ ๐ญ๐ด๐ฌ New Students who have been sponsored.
๐๐. ๐ง๐ผ๐ฝ ๐๐ฐ๐ต๐ถ๐ฒ๐๐ฒ๐ฟ ๐ฃ๐ฟ๐ผ๐ด๐ฟ๐ฎ๐บ๐บ๐ฒ - The entry requirement for Top Achiever Programme is a minimum 6 A*. The main objective of this programmeas is to motivate and inspire learners to excel in their studies. To date a total of ๐ฒ๐ต๐ต have graduated under the programme from inception while a total of ๐ฐ๐ฎ๐ฎ are currently studying externally and ๐ญ๐ฐ๐ฏ have been placed locally to undertake their A-levels. For those who graduated, ๐ญ๐ณ ๐ต๐ผ๐น๐ฑ PhD qualification, while ๐ฎ๐ด๐ญ hold Master's Degree qualification ๐ฎ๐ป๐ฑ ๐ฐ๐ฌ๐ญ Bachelor's Degrees.
๐๐๐. ๐๐ฆ๐ ๐๐ฎ๐ฟ๐ฒ๐ฒ๐ฟ ๐ฅ๐ฒ-๐ฑ๐ฒ๐๐ถ๐ด๐ป๐ฎ๐๐ถ๐ผ๐ป- Within the mainstream local placement, the Ministry has an arrangement in which the University of Botswana trains students in BSC General Programme. At the completion of year 1, the students are career designated into different science-based career pathways such as medicine and engineering. For the current year a total of ๐ฎ๐ฎ๐ฐ have been career designated and placed locally while ๐ฑ๐ฌ are being currently processed for external regional placement.
๐๐ฉ. ๐๐น๐ถ๐๐ฒ ๐ฆ๐ฝ๐ผ๐ป๐๐ผ๐ฟ๐๐ต๐ถ๐ฝ - The Elite Sponsorship was established to develop sporting talents. A total ๐ฏ๐ญ are undergoing training while 9 were sponsored in current academic year.
๐ฉ. ๐๐ผ๐ป๐ผ๐ฟ ๐ฆ๐ฐ๐ต๐ผ๐น๐ฎ๐ฟ๐๐ต๐ถ๐ฝ - The Government has collaborations
with other countries and partners in which Donor scholarships are awarded to qualifying Batswana citizens to pursue their studies. To date a total of ๐ฎ๐ฎ students are studying under the scholarships.
๐ฉ๐. ๐ฅ๐ฒ-๐๐ฝ๐ผ๐ป๐๐ผ๐ฟ๐๐ต๐ถ๐ฝ- those previously sponsored and were terminated from sponsorship due to various reasons including, poor academic performance; To this end a total of ๐ฐ ๐ฒ๐ญ๐ฏ students have been Re-sponsored this academic year.
๐ฉ๐๐. ๐ฃ๐ฟ๐ผ๐ด๐ฟ๐ฒ๐๐๐ถ๐ผ๐ป ๐ฆ๐ฝ๐ผ๐ป๐๐ผ๐ฟ๐๐ต๐ถ๐ฝ - those progressing from one level of study to the next, e.g. From Certificate to Diploma level and from Diploma level to Degree levels. ๐ฐ๐ต๐ด students have been sponsored currently.
Mr. Speaker, more students had applied for Re-sponsorship and Progression due to financial constraints we could not cover them all. For re-sponsorship priority was given to those whose credits were about to expire.
๐ฑ. Mr Speaker, in total, ๐ญ๐ฒ ๐ฎ๐ต๐ญ students have been offered sponsorship across all the categories.
๐ฒ. In conclusion, Mr Speaker I wish to state that pursuant to Section 9 of the DTEF Memorandum of Agreement signed with the students, "repeat sponsorship is not an entitlement and may be granted at the discretion of Government upon receipt of an application for such by the students". I wish to appreciate the support given by Honourable Members in assisting and giving information to your constituents who are also our clients and implore you to continue with this service and collegial spirit.
