Marara, let me welcome you to the 2nd Meeting of the 5th Ntlo ya Dikgosi. Let me take this time to congratulate our newly sworn -in member and wish him an eventful stay in the 5th Ntlo ya Dikgosi. Traditionally, this January meeting is comprised of The Official Opening & swearing -in of New Members Capacity Building and House Business Honorable Members may recall that, we have since adopted the practice of performing the Official Opening the House on the first day of our meeting. This is Administratively prudent in that, we are able to inform our key stakeholders and the general public about the entire schedule of the meeting, on the very first day of business. In addition, during our first meeting, which was scheduled for the Swearing -in and Election of the Chairperson and the Deputy, we did indicate that two members tendered their apologies and were subsequently not sworn- in. According to the rules of the House, no member should participate in the activities of the House before taking an Oath. Hence, we had to perform the House ritual. I wish to announce that after the Official Opening, Honorable members will be travelling to Palapye for Ntlo ya Dikgosi Capacity Building programme. Ntlo ya Dikgosi has extended an invitation to His Honour, the Vice President, Honourable Ndaba Gaolathe, to do the official opening of the Capacity building week in his capacity as the Leader of the House. Capacity Building As a newly constituted House, we need to be guided, retooled, reskilled and upskilled for proficiency and continuous improvement on our contributions in the debates as well as the overall efficient and effective running of the House. In Palapye we will indulge on the following topics How to craft questions and motions Emotional intelligence Protocol and Etiquette As National Traditional Leaders, we need to strife to remain relevant and competent in the ever-changing world. The capacity building accords us to learn about the tools of trade in our duty as members. Hence the significance of the workshop. Excursions In addition, members will do some excursions which include among others Visit to Morupule Power Station The excursions to these places of national interest are a form of oversight endeavour by Ntlo ya Dikgosi as a legislative house. The visits accord Members to among others; Appreciate government development initiatives geared towards uplifting the lives of our communities and Batswana. Gather first hand knowledge as community representatives so that we share information with our different communities Get information as the House which can later be used as per our mandate, which among others include: making representations to the President, formulating questions and motions on gaps that may be identified during the visits or suggested improvements thereof. Issues of National Interest affecting our Communities Marara, as Ntlo ya Dikgosi, we need to be responsive and share a voice on topical issues affecting our Communities. Actually, as a House we are mandated to discuss issues of national interest affecting our communities. For this meeting, Marara, I wish to engage on the following: Gender Based Violence As Members of Ntlo ya Dikgosi, we are concerned about the ever-increasing issues of Gender Based Violence affecting our communities. From the 19th of December 2024 to the 2nd of January 2025, we are reliably informed that police recorded 60 cases of rape, 19 murder and 13 defilement cases. Honorable Members will agree with me that these statistics paint a distressing picture of Gender-Based Violence (GBV) in Botswana over the holiday period, therefore, highlighting the urgent need for collective action. With the situation at hand, we need a multisectoral holistic approach that can be used to address this social ill. I plead with the potential partners to collaborate with Ntlo ya Dikgosi to develop meaningful and lasting solutions on this emerging issue. The narrative that Gender Based Violence is a result of Patriarchal society and Culture may not be adequate and to an extend biased and risks imputing improper motives by tainting our culture as bad. As they say, Culture is dynamic and evolving, we need to interrogate and examine the current and existing cultures, social and economic trends, our social morals and juxtapose them against GBV. Ntlo ya Dikgosi is so much willing to participate in all endevors towards combating Gender Based Violence. Climate Change Honorable Members Climate change remains a topical issue affecting the globe, our country and our communities. Ntlo ya Dikgosi needs to be part of the discourse as thought leaders and part of the legislature. We are currelty seeing unusual rain patterns Marara and their communities have a wealth of traditional indigenous ideas that need to be shared in the formulation of policies and legislation as well as internationally. For wider knowledge and solutions as well as contributing in the quality legislation and making quality representation to the President, Ntlo ya Dikgosi needs to do skills exchange with their counterparts and thought leaders, regionally, in the continent and internationally. Marara of the 5th Ntlo ya Dikgosi need to appreciate international best practices by participating in international bodies that discuss similar issues affecting our communities. Revamping Ntlo ya Dikgosi Revamping Ntlo ya Dikgosi As we are now in the new five-year cycle of the 4th Ntlo ya Dikgosi, there is need to reengineer and reset our priorities. Coupled with this is the fact that we also have a new government with new priorities. There is need to introspect and reposition Ntlo ya Dikgosi to be relevant to deliver priorities to match the global changes as well as realigning with national priorities set by the new government. Ladies and gentlemen In our endeavours to reengineer our processes to remain relevant in the present age and in future, we have to among others reflect on the following: Duration for the meeting As a National House we need to rethink about the two weeks duration and reflect as to whether the two weeks are adequate for Ntlo ya Dikgosi to effectively deliver on national issues affecting our communities. Legislative scrutiny As part of the legislature we need to reflect on the effective and affectiveness of Ntlo ya Dikgosi in the contribution towards legislation and policies affecting our communities. International participation Ntlo ya Dikgosi needs to among others reflect on its level of participation in international forums where there are international dialogues and high-level exchange on best practices and solutions on issues affecting communities. Public Engagement Ntlo ya Dikgosi has to reflect on its level of engagement with the public. Other than seeing a Kgosi at the kgotla. I believe the public would like to enjoy forums and platforms where they can engage with the Chairperson and give relevant petitions to Ntlo ya Dikgosi, which currently is not inexistence. As a mitigation factor, Ntlo ya Dikgosi has submitted revised Rules of procedures to the Office of the President, proposing for the formulation for establishment of Committees, Addressing of the House by The President of the Republic and many that can enhance the efficiency and effectiveness of the House. We value the input of the nation on Ntlo ya Dikgosi. One of their concerns is to whether Ntlo ya Dikgosi is still relevant in the current dispensation.
