The President, Advocate Duma Gideon Boko acting in terms of Section 112 of the Constitution of Botswana, has appointed Dr. Gabriel Goitsemodimo Gosiame Malebang as the Clerk of the
National Assembly of the Republic of Botswana. The appointment process was also done in terms of the provisions of Section 70 of the Constitution of Botswana, Section 20 of the Public
Service Act, Standing Order 3 and Standing Order 11 of the National Assembly of Botswana. The appointment is with immediate effect.
Dr Malebang is a Political Science Lecturer at the University of Botswana and a former Head of Politics and Diplomacy at the Southern African Development Community (SADC) Directorate
of the Organ on Politics, Defence and Security Affairs. He is a seasoned Political Scientist, Conflict Transformation, Foreign Policy, Diplomacy, Democracy and Governance Professional,
Leadership and Strategy Expert with over 20 years of experience.
He holds a Doctor of Philosophy (PhD) in Peace and Co-Existence from Hiroshima University in Japan, a Masterβs Degree in Public and Development Management from the University of the
Witwatersrand, Johannesburg, South Africa, a Masterβs Degree in Politics and International Relations from the University of Botswana and a Bachelor of Arts in Social Sciences (Double
Major in Political Science and Public Administration) from the University of Botswana. Dr Malebang has also attended many short courses which among others include the following:

Organ Troika Summit from 2017 β 2020); Member of numerous SADC Electoral Advisory Council (SEAC) Pre-Election Assessment Missions and some high level Technical Assessment Missions (2017 β 2019); Coordinator of the SADC secretariat team servicing the SADC Electoral Observation Missions to the Kingdom of Eswatini, Republics of Malawi, Botswana and Mauritius (2018 β 2019).
Dr Malebang is recognized as one of Botswanaβs foremost and trusted Political Scientists and contributors who has been involved in organizing Executive Courses for senior security sector personnel, panel discussions, conferences and media interviews in Botswana. Through this work, he has also facilitated Youth Leadership Development programmes on Foreign Policy and International Relations. He has convened numerous workshops and seminars attended by Government and non- state actors under the auspices of the Southern African
Defence and Security Management (SADSEM) network and also spoke at several local and international conferences.
He has published in journals, book chapters, newspapers and has presented conference papers as well as participating in high level panels and roundtable discussions including meetings hosted by the African Union Commission in Addis Ababa, Ethiopia, the Economic Community of Central African States (ECCAS), African Centre for the Constructive Resolution
of Disputes (ACCORD), Electoral Commissions Forum of SADC Countries (ECF-SADC), SADC Parliamentary Forum (SADC-PF), Tanzania and Ghana National Defence Colleges, Rwanda
Police College, Dallaire Institute for Children, Peace and Security, Friedrich Ebert Stiftung and the German Technical Cooperation (GIZ) among others.
Through his role as a Political Science Lecturer at the University of Botswana, he facilitated the acquisition of knowledge for Political Science students where he lectured, World Politics Since 1945, Foreign Policy Analysis, Theories of International Relations, Politics of South Africa, Introduction to Political Science, Introduction to Security Studies, The Politics of Regionalism, The Modern State, Civil Military Relations, International Peace Keeping, Introduction to Foreign Policy and Diplomacy, Introduction to Security Studies, Formulating National Security Policies and Strategies amongst others to both under graduate and post graduate students. Furthermore, he taught courses offered under the Botswana Defence Force, Defence Command and Staff Collegeβs Diploma and Masters in Defence and Strategic Studies and the Master of Arts in Politics and International Relations. From the latter, he supervised numerous Mastersβ and PhD students and served as Internal examiner at UB and External Examiner for the University of the Witwatersrand.
