
Members of Parliament who are Chairpersons of Parliament Commitees and Parliament Staff members are currently attending a workshop on Pre-legislative Scrutiny, Oversight and Effective Public Consultations at Protea Hotel in Gaborone. The workshop has also gathered representatives of the Parliament of Denmark (Folketing) and the French National Assembly as well as international expert scholars to exchange practices and discuss parliaments' role in lawmaking and Public engagements. The workshop aims to strengthen Parliamentary capacity for Effective Legislative Scrutiny and Oversight, through mutual learning and exchange of experiences, challenges, and successful practices between parliaments of Botswana, Denmark (Folketing) and the French National Assembly. The workshop is organised as part of the Inter Pares Partnership with the National Assembly of Botswana.
Inter Pares - Parliaments in Partnership is the EU Global project which aims to strengthen capacity of parliaments in partner countries, by enhancing their legislative, oversight, representative, budgetary, and administrative functions. It is funded by the European Union (EU) and implemented by the International Institute for Democracy and Electoral Assistance (International IDEA).
When delivering the opening remarks at the workshop, the Clerk of the National Assembly (CNA), Dr. Gabriel G. G. Malebang noted that the importance of capacity building in our parliamentary roles cannot be overstated. He said that, as we navigate the complex political landscape, it becomes even more vital to equip ourselves with effective tools, best practices, and innovative strategies.
He implored all to remember that the ultimate goal for embarking on this journey is to serve the constituents better and cultivate the democratic values we hold so dearly. He thanked the European Union for funding the programme. Dr. Malebang further shared that the programme is financially supported by the European Instrument for Democracy and Human Rights (EIDHR) and is managed by the European Commission in collaboration with the European External Action Service (EEAS) and the European Parliament. He indicated that the implementation aspect is led by the International IDEA and that it benefits from the expertise of EU Member States' Parliaments.
In January 2023, the EU and the International IDEA launched the second phase of 3 year programme to strengthen representative and inclusive democracy. Botswana is part of the few parliaments that were selected for support. In Botswana, the programme started in March 2023 through assessment. Its implementation started on June 04, 2024, and is planned to end in April 2025.
The workshop started yesterday, and it ends tomorrow (March 19, 2025).
