MINISTRY OF FINANCE BRIEFS FINANCE AND ESTIMATES COMMITTEE The Finance and Estimates Committee today received a briefing from the Ministry of Finance and the Financial Intelligence Agency on the Financial Intelligence (Amendment) Bill, 2026. Briefing the Committee, the Director of Anti-Money Laundering Policy, Mr. Walebatla Kgwakgwe, said the proposed amendments seek to harmonise Botswana's financial intelligence legislation with international standards set by the Financial Action Task Force (FATF). He explained that the Bill is intended to align the country's legal framework with FATF recommendations on Anti-Money Laundering, Counter Financing of Terrorism, and Counter Proliferation Financing (AML/CFT/CPF), while addressing deficiencies in the current Act to ensure full compliance with international obligations. The Committee also received a presentation from Director of Budget Analysis and Debt Management, Ms. Seitebaleng Fologang, on the Ministry of Finance's request to increase the Government Bond Issuance Programme ceiling from the current limit of P55 billion to P85 billion. She further briefed Members on the Ministry's request for Parliament to approve the Syndicated Loan Facility (ABSA Bank Botswana, First National Bank Botswana and Stanbic Bank Botswana) (Loan Authorisation) Bill, 2026. Members of the Committee sought clarification on both proposals and made submissions as part of their oversight role in scrutinising proposed legislation and considering requests for supplementary funding before making recommendations to Parliament.
