Ms. Kebafentse Helen Ketshajwang has been appointed to the position of Deputy Clerk of the National Assembly of the Republic of Botswana. The appointment is with immediate effect.
Ms. Kebafentse Helen Ketshajwang (nee Dikgokgwane) is a Fellow Chartered Certified Accountant (FCCA) with extensive knowledge in Financial Management and Oversight. Her career spans 26 years, with 10 years of Financial Management and 16 years of Audit and Oversight experience, in both Government and State-Owned Enterprises.
She has a broad knowledge on Public Financial Management (PFM), through both training and practice in PFM reforms. She was the Pioneer Trainee and Coordinator of the PFM Reporting Framework Audits in the Office of the Auditor General. She is a former Component Manager in the Public Financial Management Reform Programme coordinated by the Ministry of Finance. She commands sound professional attitude, strong organisational and analytical skills that have resulted from undertaking broad and complex, sensitive and special assignments.
She is a member, in good standing, for both the Association of Chartered Certified Accountants (ACCA) and Botswana Institute of Chartered Accountants (BICA). She obtained ACCA in 2004 and had previously graduated with BCom Accounting from the University of Botswana in 1997. She is a trained Public Expenditure Financial Accountability (PEFA) Assessor and was Team Leader for the Pillar on Transparency of Public Finances in the Botswana PEFA Self-Assessment in 2019. Ms. Ketshajwang participated as the office of the Auditor General representative in the ongoing review of the Public Finance Management ACT. She was also part of the interdisciplinary task team that designed a curriculum for PFM at the Botswana Public Service College. During her time at the Office of the Auditor General she was the International Organisation of Supreme Audit Institutions (INTOSAI) Standards Liaison officer.
In 2015/16 she completed an Executive Leadership Development Programme delivered by the collaboration of the Swedish National Audit Office and the African Organisation of English-Speaking Supreme Audit Institutions (AFROSAI-E). She has delivered high profile presentations including being a panelist in an engagement seminar on โThe Role of Professional Accountants in the Botswanaโs Vision 2036โ featuring an address by the then ACCA Global President Mr. Leo Lee FCCA.
She was part of an International Team of Audit Experts that carried out the following assignments;
โข2018: Conducted Quality Assurance Review on the audit of International Fund for Agricultural Development (IFAD) funded projects involving eight (African countries.
โข2020: Conducted a Quality Assurance Review for Office of the Auditor General of the Federal Republic of Somalia.
โข2022: Conducted a Quality Assurance Review for the National Audit Office of the United Republic of Tanzania.
Some key positions she has held in her service span include; Senior Assistant Clerk at National Assembly of Botswana; Senior Assistant Auditor General at Office of the Auditor General; Finance Manager at National Food Technology Research Centre; Supervisor, Corporate Accounts at Bank of Botswana; Internal Auditor at Bank of Botswana. She recently served briefly as Deputy Permanent secretary โ Finance and Development, in the Ministry of Child Welfare and Basic Education.
