    Amends: the 

    Aboriginal Land Grant (Jervis Bay Territory) Act 1986

     to: amend the title of the Act to the 

    Aboriginal Land and Waters (Jervis Bay Territory) Act 1986

    ; exempt certain leases granted by the Wreck Bay Aboriginal Community Council from the application of the 

    Residential Tenancies Act 1997

     (ACT); increase the payment amount at which the council is required to seek approval from the minister before entering into a contract; amend the council's governance structure and decision making powers to align more closely with other corporate Commonwealth entities; remove the requirement for the council to enter into an agreement to lease with the Director of National Parks before land in the Booderee National Park can be declared as Aboriginal land; clarify that the functions of the council relate only to registered members and eligible children; and update the wording of the term 'physical or mental incapacity'; and eight Acts to make consequential amendments.

    Anti-Money Laundering and Counter-Terrorism Financing Act 2006

     to: require gambling companies to report to the Australian Transaction Reports and Analysis Centre if they have reason to suspect a person is paying for gambling services with money obtained illegally; and enable the Federal Court to make compensation orders where gambling companies have provided gambling services to a person who they suspect has paid for the gambling service using money obtained illegally.

    Summary
    The Public Service Bill, 2026 seeks to repeal and replace the existing Public Service Act to align it with modern labour laws, international labour standards and International Labour Organization (ILO) conventions. The Bill strengthens employees' rights, promotes fair labour practices and establishes a sound framework for labour relations and collective bargaining. It introduces improved provisions on recruitment, contracts, leave entitlements, workplace equality, discipline and dispute resolution. The Bill also creates a structured Public Service Bargaining Council and enhances mechanisms for effective public service management. Overall, it aims to modernise the public service and promote a fair, efficient and accountable workplace.

    Summary
    The object of the Bill is to establish an autonomous body, the National Research and Innovation Council, (‘the Council”) which will oversee the implementation, monitoring and evaluation of the national policy on research, development and innovation so as to catalyse the country’s industrialisation efforts. The Council will address the challenges of funding and financing research and innovation through a governance and operational model informed by global best practices and tailored to Botswana’s unique needs. As the central coordinating body of the National System of Innovation (NSI), the Council will collaborate with key NSI stakeholders, including universities, public and private research institutions, industry partners and civil society to unify research and innovation efforts across the country. The Council will enhance coordination among NSI actors to eliminate redundancies and bridge the gap between scientific discovery, industrial application and societal impact. The Council will oversee generation of locally relevant knowledge and its translation into tangible innovations and accelerate progress towards sustainable development.
